The UNESCO International Institute for Educational Planning (IIEP-UNESCO) contributed to the 2026 Annual Conference of the Educational Leadership Network Europe (ELNE), held in Brussels on 7 May.
Through its keynote intervention, IIEP-UNESCO brought a global perspective to the conference discussions on collaborative educational leadership, focusing on how leadership, stakeholder participation and institutional capacity can help transform education policies into meaningful and lasting change.
From education policy to meaningful change
During the ELNE Annual Conference, Beatriz Pont delivered the keynote session “Schools and Education Leaders at the Heart of Change: The IIEP Leading for Impact Implementation Framework.” The intervention complemented the conference’s wider focus on turning collaborative leadership principles and policy recommendations into practical action.
A central message was that well-designed education policies do not automatically lead to better outcomes. Education systems around the world have introduced reforms intended to improve quality and equity, but a persistent gap remains between policy ambitions and what happens in practice.
Implementation was therefore presented not as a purely technical or administrative stage, but as a complex and people-driven process. Policies are interpreted and adapted by ministries, regional authorities, school leaders, teachers and other actors according to their institutional, political and local realities.
Drawing on IIEP-UNESCO’s international experience, the keynote referred to work in countries including Cambodia, Jordan, Guyana, Norway, Chad and the Caribbean. These examples demonstrated that successful reform requires more than a strong policy document. It also depends on time, planning, relationships, institutional capacity and leadership throughout the education system.
